As a result of growing global tension, the global world in 2020-2030 is exposed to high risks of military and man-made disasters. The dangers of natural disasters are also not eliminated, sometimes on the contrary increasing.

However, the most dangerous catastrophic factor is the stockpiles of nuclear weapons in the superpowers, and the hypothetical probability of their use. The most likely to suffer from nuclear weapons are the superpowers themselves, which have it (as well as countries with their own nuclear projects), therefore, it is the superpowers themselves who are obliged to fight for the NON-USE of nuclear weapons (mainly strategic ones).

The most important task during military conflicts between superpowers is to prevent the conflict from growing to the maximum possible level. In other words, with a high level of military escalation (which corresponds to DEFCON levels 2 and 1), it is necessary to cool down / extinguish conflicts between superpowers by all available means.

As part of the Dove of Peace project, Operation Bear Calms Down is being carried out, starting at a time when half of the goals of Operation Bear Fury have been achieved.
Tentatively, the hacker special operation "The Bear Calms Down" begins in the summer of 2023.


As part of this special operation, the following measures and specific actions are being carried out:

1. Initiation of political agreements at the highest level on the forced reduction of the intensity of hostilities and the media sphere.

2. A significant slowdown and partial halt in the supply of arms and ammunition to the front from both sides.

3. Proclamation of partial demobilization on both sides of the front.

4. Active implementation of hardware and software systems on the global Internet, slowing down unwanted traffic (illegal and extremist),
at times, or by decimal orders without blocking it completely (which is not required, and often meaningless).

5. The allocation of significant financial resources at the level of the superpowers for the media propaganda of a peaceful way of life.

6. Changing the paradigm of globalization in the mass media to the paradigm of REGIONALIZATION and GLOCALIZATION.

7. Development of systems for balancing the operation of digital networks during periods of "color" revolutions. During civil unrest, the connectivity of the digital networks of specific regions must rapidly decline. Negative feedback systems should work, the more rallies and riots, the worse this situation is covered in the media, in extreme cases, segments of digital networks should be turned off for certain periods of time.

8. Development and active implementation of AI systems operating at the world's data centers, the main goals of which should be aimed at reducing the levels of world conflicts.

9. Promotion of the ideology in the mass media, the need to redistribute through taxes the profits of military corporations, from the mass production of weapons, to the restoration of the destroyed, the construction of houses, and various sports and scientific facilities and institutions, as well as mega-projects to finance the development of NEAR AND FAR space.

10. Tracking game and news web servers exploiting the themes of war and destruction, and isolating them on the world's Internet, depending on the degree of danger.
(There can be any type of isolation: DDOS, interception of control and shutdown of services, disconnection or cutting off channels, formatting, in extreme cases, the physical destruction of especially dangerous servers with information (data) dangerous FOR CIVILIZATION).

11. Development at the legal level of laws on the forced shutdown (by geolocation) of modern gadgets in areas of "digital silence and blindness". Zones of "digital silence and blindness" must be accurately delineated and kept in public registers. When it enters such a zone, the gadget must turn off the video camera and microphone, and possibly the operating system. Electronic devices can only be turned on outside of these special areas (and corridors). Surveillance cameras are also not allowed in such areas. According to the Declaration of Human Rights, people have rights to such zones. Equipment of storage boxes for personal gadgets in all large public places on the borders with these zones.

12. Localization of car traffic. Soft restrictions on long car trips depending on the mileage. Walking distance city - a status specially issued and received for small settlements and microdistricts of large cities. The state must ensure the benefits of zones with a similar status.

13. A guarantee from the post-war states of universal rights and freedoms, as well as the provision of GENERAL education (only this measure can prevent the "debilitation" of society).

14. Redefining state borders after the next redistribution of the world, and fixing them in electronic systems.

15. NATIONALIZATION of natural monopolies (mining and processing) and the largest enterprises by the state, leaving only medium and small businesses to large owners.

16. Ensuring a PROGRESSIVE SCALE of taxation and state guarantees that the flat tax will no longer be introduced.

17. NATIONALIZATION OF THE CENTRAL BANKS

18. A significant increase in the share of funding in different countries for the development of language technologies (automated translation technologies and the organization of translators and philologists (foreign language centers)).

19. Development of numerous communication systems taking into account geolocation. In ideal systems, traffic between geographic regions and zones should be minimized.

20. Turning off redundant digital systems and defining for underused certain OPERATING MODES and periods of radio silence, unnecessary digital systems are not required to work around the clock, consuming energy and polluting the air.
